Sonic Adventure 1+2 custom DLC

Hi there, I was wondering if it’s possible to create custom DLC and how to do so, I’ve noticed it’s possible to decrypt the DLC data and I’d love to create my own DLC!

It could be possible, but you cant necessarily add stuff to the game, your limitation would be stuff that's already in the game (maybe custom levels idk) due to small strage (example all menu files in Sa2 are already in game, dlc acts as key) you could add say a dlc that forces use of tikal and gives her an ability (might take all blocks, or an unofficial vmu that holds more than 200 blocks) idk how you could make em but if ya know how their coded and made it could be possible.
