How does the black market work?

Deep in the pages of SA1 there's a black market, but for whatever reason I have to submit my data to the world ranking? Anyone ever use the market themselves? Is this normal?

So from what I've heard from og users and chao guides from that time is the chao black Markey never worked because of an issue where the code for it was incorrectly stored and the game instead kept pointing to the world ranking data. Unfortunately this would never go fixed and dreampipe is a litteral copy paste of the og website
