DLC : What do you want

@RamDoctor Use Angelfire maybe? That's been stuck in 2001 as far as I'm concerned, Dreamcast could probably read one of their sites. Don't know if they allow VMU file hosting though.

If not that, maybe your DLC can actually be hosted on Dreampipe. The Tikal Challenge is downloadable on SA1's DC site IIRC and that's a custom DLC. If your DLC comes to fruition you might be able to convince them to have it for download.
