Question about drop tables

Ok so I just moved my character over to V2 and I was wondering if red ring actually drops? I saw on PSO world that it's like a 1/900 chance, but then I saw on other sites that its a 0% chance like on Gamecube. V2 is the only version of PSO I've never played so this is a little confusing.

On V2 the Red Ring is a reward from the
Downloadable Quest called Hero And Daughter.
You have to be playing in ULT, have beaten Falz on
offline ULT, and have done all the offline quests with
Dr Montague

Great I had a feeling it was something like that. Someone in the lobby mentioned something about a quest but then left before saying more. Thanks for the help!
