dial up probelm

Keep getting "host not responding" when connecting online. I am using dial up. It is something with the dreamcast or something with my dial up provider? the modem dials in and connects but then i get that message.

In what game(s) are you getting this error? Please clarify whether you are getting the error in multiple games or only one.

its in all games that i have tried as well as the web browser 2.0.
